If I were in the shoe of Major Warren to come up with policy recommendations to Director Duncan and County Manager Herrera for their final approval, then my recommendations would be the following; The first one would be to coordinate with the local law enforcement entities as well as and federal agencies. This is very critical internal stakeholders with high potential to deal with protesters. This must be done in speed and not procrastinate. The other policy recommendation would be to have and manage a unified command team for the event. Holding security meetings with internal stakeholders from Miami-Dade County including the Chamber of Commerce, Fire Department and the City Planning and Engineering is vital in devising the desired collaboration and coordination to get the resources as well as equipment for the event. In designating First Amendment Zones, meeting with important personnel who would work in the unified command and all important external stakeholders like the Port of Miami, local hotels, Miami-Dade International Airport as well as businesses is also an important policy recommendation. In regards to protesters, there is a need for a high number of police personnel to control them. A high number of law enforcement personnel is vital in deterring protesters (Clemons & McBeth, 2009). There is also a need for ready transportation of protester to the police cells. To conclude, the DRNC is an event that carries emotions from the fact that the main parties are great political rivals. Since it is a national event, a high collaboration between the Miami-Dade police department and the national law enforcement agencies can help control crime during the event. Such collaboration is important in serving the interests of all stakeholders.
