how to configure the a VPN with this details? [closed]

        I've received a request form to be able to consume a REST API through a VPN.<br>

following are the details I’ve received

I dont know the procedure to follow to be able to connect to the VPN.
Anyone can explain me what infrastructure I need? maybe a server in the cloud? I don’t really know
