Is my network cloned? [closed]

        Recently my internet service went down in a storm. During this four day period I discovered a network I hadn’t seen before. It was unsecured and labeled “reconnoiter Pam.”  I noticed the MAC address and I’ll. The MAC address and IP address  and gateway address es are identical to mine.
