Looking for a Portable IOT Receiver

Hello!

I previously worked for an IoT company which developed a Bluetooth low energy OBDII device. We are currently experiencing a down time where they had to let me go, but I am hoping to get back on if the company is sold.

That said, one issue we wrestled with was the reliance on cell phones for receiving packets. By utilizing the GPS and BLE receiver in the devices, we could know the strongest signal of each vehicle as employees moved about the grounds. Unfortunately, devices change rapidly and internally work against programs which sniff Bluetooth in the background; especially when we require GPS remain active.

iPhones especially as they only allow one packet per interval. Often a person would be walking a lot and pass by several cars only to have the device provide only packets which were very far from the vehicle.

Is there a device a person could carry which would actively update GPS and listen to BLE? Cellular is nice, but we can have it batch the data out on Wi-Fi as well.
