New Samsung TV will not connect to a wifi network

Our tennis club has a brand new Samsung TV and it refuses to connect to the club's two wifi networks.

One of these wifi networks is used by members so it may have run out of IP addresses. But the other is the office wifi network so it should have plenty addresses.

This Samsung TV can connect to other wifi networks (namely phone hotspots) so this suggests the tennis club wifi networks are at fault.

But plenty other devices can connect to the tennis club wifi networks, so this suggests the TV is at fault.

We have tried many things: allocating an IP address manually, resetting TV network settings, doing TV SW update, doing a full TV factory reset. Nothing has worked.

I’m a SW engineer so have a fair idea of how DHCP etc works. How can we address this problem? Is there a way we can debug this?
